Discretionary Housing Payments
Extra help with rent if your benefits do not cover the full amount, including how to apply and when to ask.
Relevant for:
At Risk
Currently Homeless
Important Warnings
- DHPs are limited. Councils run out of money, especially towards the end of the financial year (March).
- A DHP is not a permanent solution. You should also be looking for cheaper accommodation or ways to increase your income.
- If your DHP is refused, ask why and request a reconsideration. Get advice from Citizens Advice or Shelter.
- Discretionary Housing Payments (DHPs) are extra payments from your local council to help cover rent if Housing Benefit or Universal Credit does not pay enough.
- DHPs are not a legal right. The council decides whether to give you one based on your circumstances and available budget.
- You can get a DHP if you have a shortfall in rent due to the benefit cap, bedroom tax, or Local Housing Allowance limits.
- DHPs are usually temporary (a few weeks or months) and meant to help while you find more affordable accommodation or sort out benefit issues.
- You have the right to apply for a DHP if you are already receiving Housing Benefit or Universal Credit housing element.
- The council must consider your application and tell you the decision in writing.
- You can ask the council to reconsider if your DHP is refused or is not enough.
Next Steps
Important Action
Contact your local council
Call or visit the council's housing benefit or revenues team. Ask for a Discretionary Housing Payment application form.
Important Action
Explain your situation
Tell the council why you cannot afford the rent shortfall. Mention any health problems, caring responsibilities, or reasons you cannot move.
Provide evidence
Include copies of your tenancy agreement, benefit letters, bank statements, and any letters from doctors, social workers, or schools.
Apply as soon as possible
Do not wait until you are in arrears. DHPs can take time to process, and councils may not backdate them.
